INDIAN COUNCIL OF PHILOSOPHICAL RESEARCH

Indian Council of Philosophical Research, an Autonomous Organization fully funded by Govt. of India, Ministry of Human Resource Development, invites applications for the following posts : 

1.Programme Officer  (1) – (General), Pay Band of Rs.15,600-39,100 + Grade Pay of Rs.5400. Age limit for direct recruitment 40 yrs.(relaxable by 5 yrs. for employees of Central & State Governments, Universities & Autonomous Bodies).
Method of Recruitment: Direct recruitment, failing which by transfer on deputation.

Educational and other qualifications required :
In case of Direct Recruitment : (a) A Doctorate Degree or Research Work of an equally high standard in philosophy, (b) Consistently good academic record with first or high second class Master’s Degree in Philosophy from an Indian University or an equivalent Degree from a foreign university, (c) Three years of research or teaching experience.

In case of Transfer on Deputation : A teacher in a University or a researcher in any institutions of higher education/research with at least 3 yrs. experience of teaching or research and possessing a doctorate degree.

2. Private Secretary (1) – (General), Pay Band of Rs.9,300-34,800 + Grade Pay of Rs.4200. Age – 35 years (relaxable at the discretion of Chairman). 

Method of Recruitment : Direct Recruitment, Promotion or by transfer on deputation.
Educational and other Qualifications required : 
In case of Direct Recruitment : (a) At least a Bachelor’s Degree of a recognized University, (b) A speed of 120 w.p.m. & Typing 50 w.p.m. in shorthand and typing respectively, (c) At least 3 years’ experience of working as Stenographer or Personal Assistant in the scale of pay not lower that Rs.5,500-175-9,000/-(pre-revised).

In case of Transfer on Deputation : Stenographer in Government Department, Education and Research Institute, Universities, Autonomous Bodies, etc. holding analogous posts or those in a lower grade with a minimum of 5 years continuous regular service and possessing shorthand and typing speed of 120 w.p.m. and 50 w.p.m. respectively.

3. Superintendent (1)  -  Pay Band of Rs.9,300-34,800 + Grade Pay of Rs.4200.  
Age – 35 yrs.(relaxable by 5 yrs. for employees of Central & State Governments, universities & autonomous bodies) for direct recruitment and by transfer on deputation maximum 56 years.
Method of Recruitment : By transfer on deputation, failing which by direct recruitment .
Educational and other qualifications required : Essential Qualification : (1) A Bachelor’s Degree of a recognized University with at least 5 years experience on the post of Assistant in the Scale of pay of not less than Rs.5000-150-8000 (pre-revised pay scale)/Rs.9300-34800+Rs.4200(GP) (revised pay scale) in a Government Department or educational institution or autonomous body.
Adequate knowledge of rules & regulations in establishment matters.   

In case of Transfer on Deputation : Persons holding analogous posts in Government Deptt. Autonomous Bodies, educational institution, or those in one grade lower with 5 years service in the lower grade {Rs.5000-150-8000 (pre-revised pay scale)/Rs.9300-34800+Rs.4200(GP) (revised pay scale)}  and possessing adequate knowledge of the rules & regulations.

4. Senior Accountant (1)  -  Pay Band of Rs.9,300-34,800 + Grade Pay of Rs.4200.
Age – Not more than 56 years on the closing date of the application.
Method of Recruitment : By transfer on deputation at ICPR.
Educational qualifications : A Bachelor’s Degree of a recognised university having passed SAS or Bachelor’s Degree in Commerce.
Transfer on Deputation : Accountants or Audit Asstts. working in offices under C&AG of India, Comptroller General of Accounts, Railway, Defence or Postal Accounts Deptt., etc. in an analogous grade or in one grade lower having 5 yrs. experience in lower grade {Rs.5000-150-8000 (pre-revised pay scale)/Rs.9300-34800+Rs.4200(GP) (revised pay scale)}.
5. Senior Stenographer (1) Pay Band of Rs.9,300-34,800 + Grade Pay of Rs.4200.
Age -  Not more than 56 years on the closing date of the application . 
Method of Recruitment : By transfer on deputation.
Transfer on Deputation : Stenographer in Government Departments, Educational Institutes, Universities & Autonomous Bodies, etc. who hold analogous posts or those in one Grade lower with 5 years service in the lower grade {Rs.4000-100-6000 (pre-revised pay scale)/Rs.5200-20200+Rs.2400(GP) (revised pay scale)} and who possess a  speed of 100 w.p.m. and 40 w.p.m. in shorthand and typing respectively.

6. Assistant (1) (General) in the Pay Band of Rs.9,300-34,800 + Grade Pay of Rs.4200. Age – 28 years (relaxable by 5 years for employees of Central and State Governments, Universities and Autonomous Bodies).  
Method of  Recruitment : Direct recruitment, failing which by transfer on deputation.
Educational and other qualifications required :
Essential : (1) A Bachelor’s Degree of a recognized University, (2) At least 5 years’ experience in a Government Department, Educational or Research Institution, Autonomous Organisation etc. of dealing with Accounts and or/ Establishment matters.
In case of Transfer on Deputation : (a) Person holding analogous posts or those in one grade lower in Government Departments, Educational and Research Institutions, Autonomous Bodies etc. with 5 years service in the lower grade, having experience of Accounts and Establishment matters.

7. Junior Stenographer (2) – (1OBC) & (1General), Pay Band of Rs.5,200-20,200 + Grade Pay of Rs.2400.     

Age – 28 years, (relaxable by 5 years for employees of Central and State Governments, Universities and Autonomous Bodies).   

Method of Recruitment: By promotion on the basis of Seniority-cum-fitness failing which by transfer, failing which by direct recruitment.
Educational & other qualifications required for direct recruitment:
Essential : (1) Matriculation Higher Secondary/Secondary School, or equivalent examination with Shorthand & typing Speed of 80 w.p.m. & 40 w.p.m. respectively.  Preference will be given to persons possessing proficiency in Hindi stenography.
Age relaxation to SC/ST/OBC and Physically Handicapped candidates shall be as per the Govt. rules.
If a candidate is applying for more than one post, separate applications must be given for each post.  Envelope containing the application should be marked with the post applied for.
Applications indicating name, father’s/husband’s name, with date of birth, education and experience may be sent to the Director (Administration & Finance), Indian Council of Philosophical Research, Darshan Bhawan, 36, Tuglakabad Institutional Area, M.B. Road, Near Batra Hospital, New Delhi-110 062, along with the attested copies of the certificates.  Those who are employed may send their applications through proper channel or submit a ‘No Objection Certificate’ from his/her employer at the time of interview.
While forwarding the applications on deputation basis, the parent institutions are required to enclose the photocopies of ACR of the individuals for the last 5 years, duly attested by the officers not below the rank of Under Secretary, the Govt. of India and also the no objection certificate while forwarding the application.  It may also be certified that the Officer has clearance from Vigilance angle and there is no disciplinary case pending/contemplated against him/her may also be given.
Merely fulfilling the minimum qualification and the eligibility criteria does not entitle a candidate to be necessarily considered or called for the interview.  Application received after the last date may not be considered.  The Council reserves the right not to fill up any of the vacancies advertised, if the circumstances so warrant.
The application should reach the Council within one month from the date of publication of the advertisement in Employment News. Applications received after the expiry of the last date or otherwise if the form is incomplete for want of ACR’s/No objection/Vigilance Clearance Certificate/copies of the attested certificates will not be entertained.  Applicants are advised to send advance copies of their applications before the stipulated date.


ABOUT Indian Council of Philosophical Research (ICPR) 
Indian Council of Philosophical Research (ICPR) was established in 1977 by the Ministry of Education, Government of India as an autonomous organization designed to bring back the entire tradition of Indian philosophy to its pristine and original form and provide required impetus to nurture and promote new thinking through its intensive programs of research. This was the result of the decision of a Committee which had been formed to look into the possibility of raising a body like ICSSR and ICHR exclusively for the discipline of philosophy, for the preservation of Indiaís profound, long and living philosophical tradition. Considering the uniqueness and importance of the subject which was all comprehensive and holistic, the Committee felt the need to strongly recommend that in order to protect the greatest achievements which are recorded in the field of philosophy in India and also preserve deep profundities of its culture, there was a need to evolve a Governmental Institution as ICPR. An argument crucially advanced was that if there is one single factor which would command respect and attention from the contemporary world, it would be none other than the profound wisdom contained in Indian philosophy.
