ICHR is a registered Society fully funded by the Department of Higher Education of the Ministry of Human Resource Development. It was thought of as an autonomous organization, located in Delhi, India.
The ICHR formed by an administrative Order of the Central Government in 1972 and has been reconstituted every three years . Last, it was reconstituted by the central Government in September 2008. Its has regional centres i.e., ICHR North-East Regional Centre (Guwahati) and ICHR Southern Regional Centre (Bangalore)
