WALK IN INTERVIEW FOR CONSULTANTS & PROGRAMME ASSISTANT

To monitor implementation of Rashtriya Krishi Vikas Yojana (RKVY) of
the Ministry of Agriculture, Govt. of India in the states, it is proposed to hire the services of 25 Consultants & 1 Programme Assistant. Consultants can opt to be headquartered at Delhi or any State Capitals. Consultants are expected to operate from their homes. Their job/duties will include visit to the assigned States for atleast 10 days every month for physical and financial monitoring of projects; attending two review meetings at Delhi and operating through the emails. The details about educational qualification(s), experience(s) required, remuneration, tenure of engagement and duties to be performed are available on www.indiaseeds.com. Interested candidates may walk in for interview alongwith their CV and original testimonies from 23rd to 25th May, 2011 on any of these days between 3:00 to 5:00 pm at NSC Ltd., Beej Bhavan, Pusa Complex, New Delhi – 110012. The interested candidates may walk-in for interview for engagement as Consultant and Programme Assistant possessing following educational qualification and experience:

Qualifications/Experience for Consultants :

• Agriculture Experts with Masters degree in any field in agriculture or MBAs in rural development or marketing or Post Graduate with experience of working in agriculture Departments/Research institutions at the State or Centre with at least 10 years of experience.
• Should have worked in IT enabled environment and should be familiar with working on databases. Good knowledge of computer programmes like MSword, excel, power point, internet will be necessary.
• Ability to monitor the field programmes, analyse data and organize meeting and workshops at regional and national level and prepare projects, writing reports/seminar notes/articles.
• Willingness to undertake travel for at least ten days in a month.
• Ability to communicate and work with state level officials, farmers and other stakeholders.

Duties of Consultants :

• To monitor inputting and completing of the RDIMS system data for the State/States assigned and provide electronic reports of their completeness and issues to be taken up with State with respect to RDIMS and its data every week.

• To help complete reconciliation of projects approved SLSCs and projects taken up for implementation with the RDIMS database.

• To visit the State/States assigned States for at least 10 days in a month of physical and financial monitoring of the Rashtriya Krishi Vikas Yojana (RKVY) projects. Consultant will select specific projects in consultation with RKVY Division and also carry out physical monitoring thereof on ground. At the end of each visit, Consultant will provide a detailed report of the visit in the Performa provide by the RKVY Division, Department of Agriculture & Cooperation (DAC).

• To complete targets envisaged and actual achieved, outputs planned and actually achieved and growth impact of the programme in the RDIMS database working with the States.

• To collect, edit and provide material for the case studies of the flagship projects identified by the DAC and develop the case studies, working the DAC.

• Monitor funds flow, utilization and submission of expenditure reports and utilization certificates by the officials of agriculture department programme.

• To assist the JS (RKVY)/ Programme in-charge in organization of central and regional workshops.

• To help in documentation of success stories for dissemination amongst farmers. Consultants can choose to be headquartered at Delhi or any State Capitals. They will be expected to operate from their homes and work with Deptt. of Agri., & Coop., through e-mail. They will be required to visit the assigned States for atleast 10 days in a month. They will also be attending meetings at DAC to be organized on fortnightly basis to receive and discuss their reports. Except for 3 Consultants who will be assisting DAC in RDIMS and other work, rest of the Consultants will not be provided any working space in DAC. They are expected to be computer friendly and work with their own laptops.

Educational, qualification and experience for Programme Assistant:

Graduate with professional qualification of Programming with experience of working on data base management systems.

REMMUNERATION :
Rs. 35000/- p.m. (All inclusive payment except for travel reimbursement) for
Consultants and for Rs.15000/- p.m. for Programme Assistant (All inclusive payment
except for travel reimbursement)

TENURE OF ENGAGEMENT:
The services of Consultants and Programme Assistant will be hired for a period
of ten months i.e. upto 31st March, 2012 subject to a review which for continuance at
the end of three months for satisfactory services.

Haryana Public Service Commission invites applications from eligible candidates for a competitive examination for recruitment to the posts of Assistant Engineer (Civil) Class-II in Public Health Engineering Department, Haryana. Category wise break up of posts is as under:-

Note:- *Forward Remote Areas comprise of States/UTs of North East Region, Lakshadweep, Andaman and Nicobar Islands, Sikkim, Ladakh Region of J&K and Pangi Sub Division of H.P.

2. Pay Scale:-
On appointment, the candidate would be put under training for a period of three months during which period one would be paid ` 14,800/- P.M. (Fixed) plus usual allowances sanctioned by Haryana Govt. After successful completion of the training period, the candidate shall be appointed to H.S.E. Class-II on Ex-Cadre post in the pay scale of ` 9300-34800+5400/- at an initial salary of Rs. 14,800/- P.M. plus usual allowances.

3. Essential Qualifications:-
(i) Degree of a recognized University or one of the other equivalent qualifications in Civil Engineering specified in Appendix ‘B’ to the Punjab Service of Engineers Class-II PWD (Public Health) Rules,1966.

Provided that Degree obtained through correspondence or distance education mode from Universities/Deemed Universities/Technical Institutions is valid qualification for initial recruitment only if such Degree programme of technical education conducted through distance education mode has been approved by the joint Committee of UGCAICTE- DEC as clarified by the Govt. of Haryana vide its letter No. 42/178/2008-5GSI dated 21.05.2009.

(ii) Hindi / Sanskrit upto Matric Standard.

4. Age:-
Candidate should not be less than 20 years and not more than 40 years as on 1-8-2010.
(a) Upper age limit is relaxable upto 5 years for the Haryana domicile candidates belonging to the Following categories:-
(i) Scheduled Castes and Backward Classes of Haryana only.
(ii) Unmarried women of Haryana only.
(iii) Women whose husbands have been ordered by civil / criminal Courts to pay maintenance to them, Women whose husbands have remarried, widows, women who are legally separated from their husbands or have been divorced, women living separately from their husbands for more than two years because of desertion, Wives of serving/disabled military personnel and widows of those killed in action. Woman living separately from her husband due to desertion will be required to submit with her application an affidavit to the effect that she has been deserted by her husband, and has been living separately from him for more than two years and this affidavit should be counter-signed by two responsible persons such as members of the Legislative Assembly, Local Bodies, Panchayats and the Bar Association. Where, however, a woman who has remarried, she would not be eligible for the above concession in the matter of age.

(b) Upper age limit is also relaxable:
For an Ex- military person whether he joined military service before or after the declaration of emergency to the extent of military service added by three years provided he had rendered continuous military service for a period of not less than six months before his release and further provided that he had been released otherwise than by way of dismissal or discharge on account of misconduct or inefficiency. A disabled military person is entitled to exclude from his age the period from the date he was disabled upto the date of his application or till the end of emergency i.e. 10.1.1968.

(c) The persons recruited from 1.1.1963 onwards as whole time Cadet Instructors in the NCC and who are released after the expiry of their initial/extended tenure will also be entitled for relaxation in age limit for purpose of employment under the State Government. The period of service rendered by them in NCC may be deducted from their actual age and if the resultant age does not exceed the prescribed upper age limit of a particular post by more than three years, they may be deemed to be satisfying the condition for appointment to that post in respect of the maximum age. Such of the whole time Cadet Instructors in the NCC who are released from the NCC before the expiry of their initial/extended tenure would also be given these concessions subject to the condition that they have served in the NCC for a period of not less than six months prior to their release from the NCC.

5. Scheme of Examination: -
The selection of candidates shall be made by the Commission after holding competitive examination as per scheme of Examination. For details see instructions A candidate shall not be considered to have qualified for interview by the Commission for appointment unless he obtains not less than forty percent marks in each subject and also not less than fifty percent marks in the aggregate and no candidate who does not obtain the qualifying marks shall be called for interview by the Commission.

Provided further that where a vacancy has been reserved for a person belonging to any Scheduled Caste, Scheduled Tribe or Backward Class, the candidate belonging to the Scheduled Caste, Scheduled Tribe or Backward Class, as the case may be, who secures from amongst candidates belonging to scheduled Castes, Scheduled Tribes or Backward Classes the highest marks in the aggregate and has qualified for an appointment, shall be selected irrespective of his position with respect to the other candidates.

However, candidates three times of the advertised posts in order of merit of the Examination will be called for interview.

6. Application Form:-
The application form along with instructions is obtainable from the office of Haryana Public Service Commission, Bays No. 1-10, Block-B, Sector-4, Panchkula from 10.00 A.M to 1.00 P.M and 2.00 P.M to 4.00 P.M on all working days by making a payment of ` 1000/- for general category candidate including DESM candidate.

Rs. 250/- for reserved categories i.e. SC/BC/ESM/PH (with at least 40% disability)/and women of Haryana domicile only at the counter. ` 1050/- for general category candidate and ` 300/- for reserved categories of Haryana by post (through postal orders/Bank Draft of Scheduled Bank payable to Secretary, HPSC, Panchkula) by giving his/her full address alongwith self addressed envelope of 24x11cm size upto 25.05.2011 otherwise thereafter application form will not be sent. No separate fee is to be sent with the form as cost of application form includes examination fee also. Note :- Indian Postal Orders or Bank Drafts issued on or after the date of publication of this advertisement and till the closing date and payable to “Secretary, Haryana Public Service Commission, Panchkula” will only be accepted by the Commission.

Detailed Instructions applicable to candidates regarding examination, syllabus, eligibility and relaxation in age etc. will be supplied along with the Application Form.

7. Submission of Application Form:-
Candidate should ensure that the duly filled application form for admission to the examination must reach Commission’s office at Bays No. 1-10, Block-B, Sector-4, Panchkula by post or by personal delivery by close of office working on or before the closing date i.e. 31-05-2011 (07-06-2011 for applicants from forward remote areas) failing which these will not be accepted. The Haryana Public service Commission will not be responsible for any delay on the part of Postal Department or Courier Agency and all the applications received after the closing date will be rejected outrightly. Incomplete or unsigned application forms shall also be rejected outrightly.

(Vacancy No.11030601526) Two Fisheries Scientists in the Fishery Survey of India, Mumbai under the Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture.  Qualifications :  Essential : A. Educational : Master’s Degree in Zoology or Marine Biology or Fisheries Science or Oceanography of a recognized University or equivalent. Experience :  Three years’ experience in Marine Fisheries of which one year must be practical experience in Sea Fishing.  Duties :  Participation in fishing cruises and responsible for cruise leadership and collection of requisite data during survey cruises.  Preparation of cruise reports and other reports related to operation of the  survey vessels.  Identification of fish and conducting the biological investigations for qualitative and quantitative assessment of fish stock in time and space.

(Vacancy No. 11030602426) Three Assistant Library and Information Officers (General) in National Library, Kolkata, Ministry of Culture.  Of the three posts, one post each is reserved for SC & OBC candidates.  The posts are also suitable for Physically  Handicapped persons with   disability viz.  Orthopaedically Handicapped /Locomotor disability / Cerebral Palsy (OA or OL affected).  Qualifications :  Essential :  A. Educational :  i) Bachelor’s Degree of a recognized University or equivalent.  ii) Bachelor’s Degree  or equivalent in Library Science of a recognized University / Institute or equivalent.  B. (Vacancy No. 11030603226) Four Scientists SB(Electrical) in the National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution.  Out  of four posts, one post each is reserved for ST & OBC candidates.  Qualifications :  Essential :  A. Educational :  Master’s Degree in Physics(Pure / Applied) / Computer Science or degree in Electrical / Electronics / Computer Science and Engineering / Computer Science and Technology / Telecommunication / Radio Physics of a recognized University or equivalent.  B. Experience :  Three years’ practical experience in the  testing and evaluation of electrical stores / materials / measuring instruments in a recognized laboratory or Institute.  Desirable :  Research  and Development experience in testing and evaluation techniques, material science, quality control, standardization and calibration.  Duties :  Scientist SB(Electrical) is overall in charge of the laboratory & assists in purchasing of instruments etc for laboratory.  He is also responsible for scrutiny of the samples in the light of prescribed guidelines and  authorized to seek any clarification relating to test before making the same to Scientific Officer / Assistant for testing.  He is responsible for checking the draft report submitted by Scientific Officer / Assistant and also sign on the final test Report on behalf of D.G.  He also assists the Scientist SC in other technical matters.   HQ :  All India Service liability ( National Test House Kolkata / Mumbai/ Chennai/ Jaipur /Ghaziabad / Guwahati.

Experience :  Three years’ practical experience in nondestructive / metallographic techniques as employed in testing / evaluation  / failure investigation of materials.  Desirable :  i) Site incharge Certificate of Radiation from Bhaba Atomic Research Centre level or I/II/III certificate in one or more of non-destructive testing methods from any recognized Society / Institute.  ii) Knowledge of welding technology.   Duties :  Scientist SB(Non-Destructive) is overall in-charge of the laboratory, assists in purchasing of instruments etc for laboratory.  He is also responsible for scrutiny of the samples in the light of prescribed guidelines and authorized to seek any clarification relating to test before marking the same to Scientific Officer / Assistant for testing.  He is responsible for checking the draft report submitted by Scientific Officer / Assistant and also signs on the final test Report on behalf of D.G. will also assist the Scientist SC in other technical matters.  HQ :  National Test House, Kolkata/ Mumbai / Chennai / Jaipur / Ghaziabad / Guwahati.

About Union Public Service Commission (UPSC)
UPSC Civil Services Exam:
Civil Service Examination is carried out by UPSC i.e. Union Public Service Commission, and it is one of the toughest nationwide examinations. One must be passing in this examination to enter into various Administrative Services of India, which promise an impressive salary and advantages along with the prestige. Candidates have to face three phase-processes to get into this test with 0.1% success rate of total applicants.
First phase is Preliminary Civil Service Exam which is held in May every year. After qualifying this preliminary test candidate become eligible for Main Civil Service Exam, which is second phase of the process. Main test is arranged in either October or November in every year. In April, an interview of candidates, who have got success in main test, is conducted as a third phase of process. 
In Preliminary test, two papers are there; first is General Studies of 150 marks while second is an optional subject for 3oo marks. Optional subject is chosen by candidate from subjects as per their interest and field.  Each student is presented by two choices.
There are over 20 subjects out of which candidates for prelim. The main examination is divided in Paper-I to Paper-IX. Paper-I is on language in which student have to select from 22 languages. Paper-II is on English language. Both paper-I and II constitute 600 marks and termed as qualifying papers. Paper-III is on Essay Writing having 200 marks.

EDUCATIONAL QUALIFICATION (as on 01 March 2011)

a) Development Assistant: Bachelor's Degree or equivalent qualification from any recognised University or its equivalent grade. Knowledge of operating Computer is essential.

b) Pharmacist: A pass in matriculation or 10th standard of 10+2+3 pattern or an equivalent examination and a Diploma in Pharmacy from a recognised Board or University and should be Registered Pharmacist as required under Section 29 and 30 of the Pharmacy Act 1948. Candidates with previous experience in the field will be preferred. Knowledge of operating Computer is essential.

AGE (as on 01 March 2011)
Between 18 years and 26 years (i.e. Applicants must have been born not earlier than 02.03.1985 and not later than 01.03.1993)

MODE OF PAYMENT
For making payment of fees and banking facilitation and other service charges the applicants are required to log in through our website i.e www.nabard.org and fill up the Format of Challan available in Payment Option. The Challan which will have 3 parts may then be printed by the applicant and submitted at any branch of State Bank of India alongwith the required amount of fees as indicated above in cash. Applicants must ensure that on deposit of money, the branch retains Bank’s copy and return the balance two copies, i.e., Applicant’s copy and NABARD’s copy to the applicant with the undernoted details :

(i) Journal number (7-10 digits) to be provided by the branch (ii) Branch name (iii) Branch code number and (iv) Date of deposit

(ii) Fees and other charges once deposited will not be refunded under any circumstances. The payment of charges would be accepted by the bank branch only during banking hours from 15 March 2011 to 05 April 2011. No other mode of payment of application charges will be accepted. A candidate who has made the payment of charges as per the above specified procedure may thereafter apply online.

Even if NABARD extends the last date of registration due to any technical reasons, the valid dates during which the charges would need to be paid in the bank branch would remain between 15 March 2011 and 05 April 2011 only.

(iii) Apart from the fees / charges prescribed above, the candidates need not pay any additional charges to State Bank of India.

HOW TO APPLY:
The eligible applicants are required to apply only online through website www.nabard.org. No other means/ mode of application will be accepted. The
application form should be filled in English only. Option for the use of Hindi language will be available for the Written Test/ Interview. Before registering their application on the website, candidates are required to download the format of the challan, fill it up, deposit the prescribed application fee in cash at any branch of State Bank of India and get receipt from the branch.
